Optimizing for T&Ms: deciding to contract on an hourly basis does not mean your entire budget has to be hourly. Mix in fixed price fees for tasks / units wherever you want, especially for high-margin services you perform over and over, and those where taking on the resourcing risk is unacceptable (e.g., a service where you have to pay a nonrefundable retainer to secure the availability of a subcontractor).
